NATO works on quantum cryptography with Malta
Senior NATO SPS & Partnership Cooperation Advisor Dr Deniz Beten and Prof. Alfred Vella, Rector of the University of Malta, April 2019.
Quantum technologies use the properties of quantum effects – the interactions of molecules, atoms, or photons – to create practical applications in many different fields. While these applications at present are limited to experimental set-ups in some specialised fields (metrology, time-frequency distribution, security, space, automation, etc.), in the future they may expand to cover a wide range of areas, such as computer science, satellite communications, automotive, medicine, etc.
Quantum computers for instance can carry much more data than traditional computer systems. This huge computational power theoretically makes it possible for quantum computers to break the traditional cryptographic systems on which our current communications systems, such as online bank transactions or telecommunications, are based.
To overcome this issue, the international community, and in particular NATO, is currently looking for post-quantum solutions, i.e. solutions designed to be secure against an attack by a quantum computer.
“In the areas of research and technological development of the future, projects in the field of cyber security and secured communications offer a great opportunity to foster collaboration among NATO and partner countries,” stated Dr Deniz Beten, Senior NATO SPS and Partnership Cooperation Advisor. “This is exactly what our two multi-year projects launched in 2018 with Malta are about,” she added.
Building quantum communications between Malta and NATO Allies
The first NATO SPS project with NATO partner country Malta aims to establish and implement post-quantum cryptographic solutions and protocols. This project will be able to guarantee a secure solution for cryptographic computerised communications used to protect sensitive information. Experts from the University of Malta, the Slovak University of Technology, the Florida Atlantic University and King Juan Carlos University of Spain are leading this project.
The second project aims to establish a communication channel between Italy and Malta over underwater submarine optical fibres. The link will be developed using existing telecommunications optical fibres with the addition of two portable quantum stations to be installed, one in Italy and one in Malta. In the long run, this project will help protect Maltese critical infrastructures and will pave the way for quantum communications to be used between Malta and Italy.
“In the future, quantum technology will be necessary to protect our critical infrastructures and services,” said Professor André Xuereb, project director from the University of Malta. “These SPS projects anticipate this trend and help Malta to prepare for future secure technology.”
Early April 2019, NATO experts met with Alfred Vella, Rector of the University of Malta, Christianne Caruana of the Maltese Ministry for Foreign Affairs and Trade Promotion and other Maltese professors and scientists to discuss potential avenues for strengthening scientific cooperation between NATO and Malta. “We are proud that the University of Malta’s researchers have the opportunity to be involved in two innovative projects in quantum technology within NATO SPS. These projects could reshape the security architectures of the future,” stated Mr Vella.

JIHAD AGAINST CHURCHES
The symbolism of Notre Dame burning.
The cause of the tragic Notre Dame Cathedral fire remains under investigation. Although authorities so far are treating the fire as an accident, rather than as an act of terror, Islamists have wasted no time celebrating what happened as a major defeat for the “Crusaders.”
A jihadist media group linked to ISIS carried an image of the iconic 850 year-old cathedral on fire next to their warning, “Wait for the next.” In truth, we do not have to “wait for the next.” During the last three years, as the migrant population coming to Europe from the Middle East, South Asia and North Africa rose dramatically, so has the number of attacks on Christian churches and religious symbols. “Countless churches throughout Western Europe are being vandalized, defecated on, and torched,” Raymond Ibrahim has reported in an article published by Gatestone Institute. He noted that “in European regions with large Muslim populations, there seems to be a concomitant rise in attacks on churches and Christian symbols.” And we must not forget the July 2016 attack against Fr. Jacques Hamel, who was killed by two young Islamists in the middle of mass at Saint-Etienne-du-Rouvray church. They slit the priest’s throat while screaming “Allahu Akbar.” ISIS claimed responsibility.
The vicinity of Notre Dame itself has been the scene of prior Islamist crimes. On June 6, 2017, an Algerian-born journalist named Farid Ikken, who had moved to France on a student visa, attacked a police officer with a hammer outside the Notre Dame Cathedral. He reportedly shouted “c’est pour la Syrie” (“this is for Syria”) during the attack and then claimed he was a soldier of the caliphate.
On September 4, 2016, a car containing seven canisters of gas and pages with Arabic writing was found parked near Notre Dame. Three female jihadists were reportedly planning to blow up the car outside the cathedral, but the plot was foiled in time.
More than 1000 attacks on Christian churches, crucifixes, icons, and statues were registered in France alone in 2018, according to a German news site referenced by Mr. Ibrahim. In February of this year, nine churches were desecrated in France during an 11-day period. Mr. Ibrahim described some truly disgusting examples of desecration that occurred this past February and March. In one example he described, “Vandals plundered Notre-Dame des Enfants Church in Nîmes and used human excrement to draw a cross there; consecrated bread was found thrown outside among garbage.” In another example, “Vandals desecrated and smashed crosses and statues at Saint-Alain Cathedral in Lavaur, and mangled the arms of a statue of a crucified Christ in a mocking manner.”
Also, last month, a Pakistani immigrant, who had arrived in France quite recently, allegedly tried to burn down the organ of the Saint-Denis basilica and destroyed some stain glass. The year before, pro-migrant activists alongside illegal migrants had stormed this same basilica to protest changes in France’s asylum law.
Germany has experienced a similar pattern of attacks on churches and holy objects, with four separate churches vandalized and/or torched in March alone. “Before Christmas 2016, in the North Rhine-Westphalia region of Germany, where more than a million Muslims reside, some 50 public Christian statues (including those of Jesus) were beheaded and crucifixes broken,” Mr. Ibrahim reported.
European government leaders and the mainstream media have been in denial about the Islamist source of many of the attacks. Instead, they try to kill the messenger. They brand as racists and Islamophobes those who point out that the rising number of Islamist attacks on Christian churches and religious symbols in Europe tracks the dramatic increase of migrants from Muslim-majority terrorist-prone countries.
Some French authorities are blaming what they call “militant secularism” for the church attacks in their country. That is patently absurd. Militant Islam, which teaches hatred of Christians and Jews, is the driving ideology behind many of the attacks. And the attacks are not just occurring in “secular” Europe or in Muslim countries in the Middle East where Christians are becoming a dwindling, persecuted minority. Last January, for example, there was a double bomb attack on a Catholic church in the Philippines, which killed at least 18 people. ISIS claimed that “two martyrs of the Islamic state carried out a double suicide attack.” Approximately 80 percent of the Philippine population is Roman Catholic. The Catholic Church still plays an important role in Philippine life. “Militant secularism” is not being used as a convenient excuse for the church attack by Philippine government authorities.
In 2017, a propaganda video was released by ISIS militants in the Philippines threatening the life of Pope Francis, and showing a church set on fire as well as the destruction of statues of Jesus, Mary and St. Joseph. “After all their efforts, it would be the religion of the cross that would be broken,” the narrator said as a church in flames was displayed.
In Nigeria, which is split between a majority-Christian south and a majority-Muslim north, the ISIS-linked Boko Haram terrorist group and other Muslim terrorists have slaughtered Christians and burned churches. More than 6,000 Christians were killed or maimed by Islamist terrorists during 2018 alone. “We are deeply concerned by religious violence in Nigeria, including the burning of churches and the killing and persecution of Christians,” President Trump said during a joint press conference at the White House in April 2018 with Nigerian President Muhammadu Buhari, who is himself a Muslim and has condemned the attacks but done little to stop them. “It’s a horrible story,” President Trump added. The horrible story is continuing in 2019.
Islamists justify their murder of Christians and desecration of churches, as well as their murder of Jews and desecration of synagogues, by pointing to verses in the Koran. One example is found in Koran (9:29): “Fight against Christians and Jews until they pay the tribute readily, being brought low.”
We may not know what really caused the Notre Dame fire for quite some time. Terrorism cannot be entirely ruled out just yet, although investigators presently believe the fire started accidentally. We do know, however, that Islamists have targeted Notre Dame, the Vatican, and churches all over the world repeatedly in the past. Their jubilation at what happened this week to an enduring symbol of the Christian faith reveals the depth of their hatred for anything symbolic of Judeo-Christian values and of Western civilization. They will kill and destroy anything they consider infidel whenever they are given the chance. That is who they are. Our answer must be to value life, protect freedom, stand on the shoulders of the giants who came before us, and rebuild.

REAL SPIES
Could foreign spies have penetrated the CIA, FBI, and DOJ?
Attorney General Barr is looking at internal American spying, and it’s a good thing. But while he’s at it, he should take a hard look at traditional spying. You know, enemy spies in our midst.
What if the coup operation worked, in whole or in part, thanks to the skilled efforts of one or more foreign intelligence services? What if our intelligence services were penetrated by Russian, Chinese, Iranian, Cuban and North Korean agents, who manipulated our spooks by dint of disinformation?
It would not be the first time we were gulled into believing we were getting assistance from our enemies, nor would it be the first time American politicians turned to enemy spooks for assistance in American political campaigns and operations. The most sensational such case was when, in 1983, Senator Kennedy of Massachusetts sent his law school buddy, former California Senator John Tunney, to Moscow with a message for the head of the KGB. The message: the strained relations between Washington and Moscow were the fault of Ronald Reagan, and the Kremlin needed a media campaign to make things better. Kennedy offered to help:
Kennedy suggested a number of PR moves to help the Soviets in terms of their public image with the American public. He reportedly believed that the Soviet problem was a communication problem, resulting from an inability to counter Reagan’s (not the USSR’s) “propaganda.” If only Americans could get through Reagan’s smokescreen and hear the Soviets’ peaceful intentions.
So, there was a plan, or at least a suggested plan, to hook up Andropov and other senior apparatchiks with the American media, where they could better present their message and make their case. Specifically, the names of Walter Cronkite and Barbara Walters are mentioned in the document. Also, Kennedy himself would travel to Moscow to meet with the dictator.
Sound familiar? A foreign intelligence service meddling in an American presidential election? This sort of collusion was commonplace, as you can learn by reading Vladimir Bukosvky’s soon-to-be-released English version of Judgment in Moscow. Bukovsky cites Central Committee documents to show how closely the KGB worked with American trade unions, academics, politicians and journalists. To this day, the CIA refuses to release the Mitrokhin files on American journalists who worked closely with the Soviets, but those files do exist. I have no doubt Americans worked for and with the Chinese, Iranians, North Koreans and Cubans, some for money, others for conviction. I’m struck (as is Tony Badran, who has sharp eyes) by the similarity of leftist American posters to older Maoist ones, for example. It’s a graphic demonstration of the ideological appeal of radical communist themes in our popular culture. Anyone who closely studied the ease with which Americans were recruited by the Soviets during the Cold War would harbor deep suspicion of today’s leftists. It may well be that some of them are fully recruited foreign agents, like the Cambridge gang around Philby at Cambridge after the Second World War.
Is it hard to imagine that enemy intelligence services recruited Americans (yes, even including Justice and FBI officials) to spy on our politicians? Not at all. They might even be smart enough to pretend to be working for Trump, as on the Steele Memo, when in reality they were supporting Hillary, using U.S. officials to eliminate serious enemies like General Flynn. The “Russia supports Trump” song never made sense to me. I always thought they favored the Clintons, to whom they had funneled millions of dollars via the Clinton Foundation.
Surely the Iranians preferred Hillary. They had every good reason—the sanction question—and they had many friends in the Clinton entourage. I’m just thinking out loud, mind you. Maybe one of our counterintelligence experts has some hard evidence. In any event, the possibility that real enemy agents were at work in the coup operation must be seriously investigated. Mr. Barr?
Finally, we have the Brits. The Russians have played with the 5’s and 6’s for a long time, starting with Reilly, the ace of all spies. Why not here? Steele is, after all, a British spy working on Russia. That makes him an automatic major target for the Kremlin, doesn’t it? And it just so happens that the only “evidence” for Trumpian/Russian collusion comes from him. Via some of his Russian “contacts.”
We need to know a lot more before we can begin to understand what really went on.
Mr. Barr?

TRUMP DESIGNATES THE IRGC A TERROR ORG
A clear message to a major state sponsor of terrorism.
The Trump administration designated Iran’s Islamic Revolutionary Guard Corps (IRGC), including its Quds Force as a terrorist organization earlier this week. The move in which a portion of Iran’s military has been targeted is rather unprecedented. As the Trump administration explains it, Iran is a major state sponsor of terrorism, and the IRGC is an active participant in the finance of terror, and in promoting terrorism as a tool of statecraft. President Trump pointed out that, “The IRGC is the Iranian government’s primary means of directing and implementing its global terrorist campaign.”
The IRGC was formed in 1979 as part and parcel of the Islamic revolution and was tasked with defending it. The IRGC functions as the Ayatollahs, as well as the Supreme Leader Ali Khamenei’s “praetorian” guards. The regime does not fully trust its own military and relies of the IRGC for its survival. Iran’s regular army does not receive the funding or equipment that is lavished on the IRGC. Moreover, the IRGC controls a large portion of the Iranian economy. The regular army on the other hand, was assigned to protect Iran’s borders.
According to Dr. Majid Rafizadeh, a Harvard scholar of Iranian decent, the senior officers of the IRGC have the final say on Iran’s foreign and domestic policy. They decide on the level of support for Iran’s proxies such as the Lebanese terrorist organization cum party, the Hezbollah. The IRGC is fully engaged in suppression of free speech, the freedom of the press and free assembly. The IRGC also imprisons opponents of the clerical regime. Importantly, the IRGC oversees Iran’s ballistic missile and nuclear programs. Tehran has warned that it has missiles with a range of up to 2,000 km (1,242 miles), putting Israel and U.S. military bases in the region within reach
Rafizadeh stressed that the Trump administration move to designate the IRGC as a terrorist organization “bears significant and serious legal, political and economic implications on dealing with the Islamic Republic and the IRGC.” He added, “designating the IRGC as a terrorist organization is much more powerful and has much more severe consequences on the Islamic Republic and its leaders, in comparison to only amending the nuclear deal which is providing sanction relief for the Iranian leaders and the IRGC.”
In the U.S. administration’s view “if you are doing business with the IRGC, you are bankrolling terrorism.”In the recent past, the U.S. has blacklisted numerous organizations and individuals for their affiliation with the IRGC, but not the IRGC as a whole. The new designation would effectively penalize those who do business with the IRGC with up to 20-years in prison, and deny those people and organizations permission to enter the U.S. or do business in the U.S.
Aside from the IRGC global terrorist enterprise, Iran has one of the worst records on human rights in the world. According to Amnesty International and Human Rights Watch, Iran has the highest number of executions in the world per capita under the presidency of Hassan Rouhani, who was thought to be by many a “moderate.” Amnesty International website documented serious human rights violations in Iran including detention of human rights defenders, and other prisoners of conscience, unfair trials, torture and mistreatment in detention, deaths in custody, and the application of the death penalty. Iran executes more people than any country in the world. Ethnic, religious and linguistic minority communities face persistent persecution.
The U.S. has yet to settle the score with the Islamic Republic of Iran. For now, however, the Iranian reaction to the U.S. designation of the IRGC as a terrorist organization was expectedly aggressive with the intent to intimidate the U.S. Back in 2017, the IRGC commander, Mohammad Ali Jafari, threatened that the IRGC “will consider the American army to be like Islamic State all around the world.” Iranian Deputy Foreign Minister Abbas Araqchi, told Iranian State TV that “The U.S. military bases and their military forces in the region will be considered terrorist bases and terrorist forces that will be dealt with and confronted accordingly.”
This arrogant talk by Iranian officialdom should be taken seriously given the Iranian regime past attacks on U.S. personnel. Perhaps it was the U.S. reluctance to engage the Tehran regime militarily that has enabled the regime to feel invulnerable. In 1979, elements of the revolutionary Iranian regime of the Ayatollah Khomeini seized the U.S. embassy in Tehran and took 52 U.S. diplomats as hostages, holding them for 444 days. In 1983, the Lebanese Hezbollah terrorist group, on orders from Tehran, conducted two suicide bombing in Beirut, Lebanon. In April the American embassy was targeted, killing 17 Americans. Six month later, the U.S. Marine barracks in Beirut was attacked while the Marine peacekeepers were asleep, killing 241 servicemen. In 1996, Hezbollah, once again, under orders from their masters in Tehran, attacked the Khobar Towers in Saudi Arabia while U.S. Air Force personnel were asleep. 19 Americans were killed.
Iran knowingly permitted members of al-Qaida, including several of the 9/11 hijackers, to transit Iranian territory on their way to Afghanistan for training. In April, 2018, a U.S. judge ordered Iran to pay $6 billion to the families of 9/11 victims for supporting the hijackers. Between 2003 and 2011, Iranian-backed Shiite militias in Iraq killed hundreds of U.S. service members and civilians. Iran provided training and material support for repeated attacks on U.S. personnel with conventional weapons and missiles, as well as sophisticated improvised explosive devices (IEDs), and explosively formed projectiles (EFPs).
This is merely a short list of Iranian sponsored attacks on the U.S. and American personnel. The Iranian’s have never suffered the consequences of their bloody attacks on the U.S. The U.S. administration must insure that the Iranian regime will pay a painful price for any terror attacks on Americans personnel or American interests. Should the Ayatollahs regime attack U.S. personnel once again, America should respond militarily with determination and fury against the oppressive clerical regime.
Reacting to the U.S. administrations decision on the IRGC, the Iranian opposition group, the National Council of Resistance of Iran (NCRI), based in France, called it, “An imperative for Middle East security, peace, and stability, and an urgent and necessary step to end war and terrorism throughout the region and the world.” U.S. Senator Ted Cruz (R-TX) called the decision “overdue,” and said it should be followed by additional sanctions.
In summarizing the Trump administration decision of the IRGC, the White House statement pointed out, “This action sends a clear message to Tehran that its support for terrorism has serious consequences. We will continue to increase financial pressure and raise the costs on the Iranian regime for its support of terrorist activity until it abandons its malign and outlaw behavior.”
The Islamic Republic of Iran, led by the IRGC, has gotten away with decades of terror throughout the Middle East, Africa, Europe, Latin America (Buenos Aires Jewish Community Center and the Israeli Embassy bombing) and the U.S. It is time for payback from the U.S. and its true allies.

THE SRI LANKA JIHAD MASSACRE AND THE DECLINE OF THE WEST
How many times is the charade of denial going to play out?
Well over two hundred people are dead, and hundreds more injured, in jihad massacres in churches and hotels in Sri Lanka on Easter Sunday morning, and now the usual denial and obfuscation are in full swing. I’m often asked, when I speak around the country, what it will take to wake people up to the nature and gravity of the jihad threat. For all too many people, the answer, as the Sri Lanka attacks abundantly show, is nothing.
The facts were clear enough, at least if one checked the Indian media. India’s News18.com reported that “two of the six attacks that rocked Sri Lanka this morning are reportedly to be have been carried out by suicide bombers,” that telltale sign that this was a jihad attack, with the bombers hoping to claim the Qur’an’s promise of Paradise for those who “kill and are killed” for Allah (9:111). “The attack at Shangri La hotel,” News18 continued, “was carried out by suicide bomber Zahran Hashim, while Abu Mohammad has been identified as the attacker at the Batticalao church.”
The Hindu, meanwhile, reported on another jihad suicide bomber, Mohamed Azzam Mohamed, who “waited patiently in a queue for the Easter Sunday breakfast buffet at Sri Lanka’s Cinnamon Grand hotel before setting off explosives strapped to his back.” Mohamed was “just about to be served when he set off his devastating strike in the packed restaurant, a manager at the Sri Lankan hotel said.”
What’s more, there was advance warning: AFP reported that “Sri Lanka’s police chief Pujuth Jayasundara issued an intelligence alert to top officers 10 days ago, warning that suicide bombers planned to hit ‘prominent churches’. ‘A foreign intelligence agency has reported that the NTJ (National Thowheeth Jama’ath) is planning to carry out suicide attacks targeting prominent churches as well as the Indian high commission in Colombo,’ the alert said. The NTJ is a radical Muslim group in Sri Lanka that was linked last year to the vandalisation of Buddhist statues.”
Nevertheless, the Roman Catholic Cardinal Archbishop of Colombo, Malcolm Ranjith, said: “It’s a very difficult and a very sad situation for all of us because we never expected such a thing to happen and especially on Easter Sunday.”
Did Jayasundara alert the “prominent churches,” or just the intelligence officers? If he did alert the churches, did Ranjith disregard the warning? We may never know the answers to those questions, but in a larger sense it is easy to see, despite escalating Muslim persecution of Christians worldwide, why Ranjith “never expected such a thing to happen,” and so had no guards at the churches for Easter Sunday: all those who have been for years calling attention to this threat have been branded as “racist,” “bigoted” and “Islamophobic,” and dismissed as “fearmongering.” Everyone in the Catholic Church knows that Islam is a religion of peace; dissenters are shunned and ostracized. Would it have been “Islamophobic” to have Sri Lankan churches guarded for Easter?
That coverage was representative of how the attacks were reported all over the West, and indicative of how all jihad attacks are covered. The identity and motive of the perpetrator are glossed over, downplayed, or ignored altogether. If that cannot be done, then the focus shifts to Muslims as victims, bracing for an “Islamophobic backlash” that seldom, actually materializes. In this case, the worst take came from Britain’s egregious Prime Minister Theresa May, whose initial response to the massacre was to tweet: “The acts of violence against churches and hotels in Sri Lanka are truly appalling.”
Yes, Ms. May, this was the work of anti-hotel and anti-church building zealots.
Britain’s Prime Minister can’t name the victims — Christians — for fear of offending the Muslim communities in the UK whose votes she desperately needs. For the same reason, she most certainly cannot mention the fact that many of the victims were celebrating Easter, or name the attackers, or explain the basis upon which they chose their targets.
Theresa May epitomizes the cowardice and pusillanimity of modern Western leaders. And that is why her country, and other nations of the West, are in such a precarious state. But it isn’t her fault. The overall response to the Sri Lanka jihad massacre shows why the West’s response to the global jihad is so wholly and comprehensively inadequate.
